I hope for the clan's co-leader have more control as:
1- can report any player was in the clan
2- can block any player wants to enter his clan may for spying or something else
And more a clan leader will be by voting from the co-leaders if 50% of the co-leaders complained by adding a complaining button in the leader profile and it rest every day
And last in clan war may adding a surrender button for leader only to end a losing war immediately for his clan only to start new war, and he earn only what they a accomplish of experience points
And for the other clan the war as it is.
Any way by surrender the clan lose the war and war experience points

The fact that your asking to take over someone else's clan says you are not the leader. Which means you didn't pay for that clan. If you don't like the way it is being run leave find a different clan. As for your surrender button I would be upset that I spent all my elixir and DE to fill cc's just for your clan to surrender and waste 1-2 days of our clans time.
