Seriously, the goal of the game is not to evolve everything to the maximum? At this point I think that maximizing an inferno tower is not worth it. When we entered a war we encountered clans with villages without Inferno towers, intent on maximizing attacks. Example: enemy Ten TH 11 and we 4 ... More 6 Grand Warren... fair...
The point, its always the same in all wars. Is that justice? balance?

The goal of the game MAY be to evolve everything to maximum, who knows? That's just your perception. The order in one does that is left up to the individual.
You may prefer wiz tower over cannon, it's your choice.
You may prefer to concentrate on farming de for your heroes, or concentrating on maxing your defences, it's your choice.
You may prefer to spend your gold on defences, or spend it on walls instead, it's your choice.
You may prefer to upgrade elixir troops first, dark troops second, it's your choice.
Do you upgrade the cannon, or raid and save more for an archer tower? Your choice
The choices you make have an impact on war and multiplayer, its's up to you what you do.
If you feel you have made the wrong choice on something which is detrimental to how you would like the outcome to be, it is down to the choices you make.
Some of the choices you make and others make seem unfair, that's the nature of the game.
There are numerous guides about on how to upgrade your village, which one you choose is another choice.
But try to choose wisely....
Some people research what to do, others blindly upgrade the cheapest option with the shortest build time and leave the expensive things and items of less perceived value than others until last (I know, I was one of those people th1-8).
I don't like to use real world analogies but I think this is a fair one.
COC is like golf, the more you practice and spend time on it, the better you get. You only get out what you put in.
So rather that complain of your current perceived unfair situation, do something about it?
Research what to do and in what order to do it in, set yourself goals, decide how you will raid to set those goals (barch, gobs or full on war armies).
Maybe start a new account, or two.
If you are unable or unwilling to do these things, then you will always be unhappy with your situation, a more casual clasher than a hardcore one, and there's nothing wrong with that at all.
