It's true that the forum has seen mixed feedback on the question of .5 bases. That being said, I would suggest the 'majority' of posts on the subject from multiple members have concluded that offensively heavy .5 bases are 'in general' not having the MM advantages they once did.

the only thing ive noticed for certain is that bases with higher offense are matching against higher defense more often than not regardless of their own defense

It's just plain luck, we can have a tremendous advantage in one war then totally outnumbered for two. And mismatches at top position are really frequent.
Seems most clans are making lopsided or whatever the name, with more or less success.
You are spot on with "offensively heavy .5 bases" not having the MM advantage they once had. I think it's just people who are .5 with heavy offence are the once to have disadvantage. Heavily engineered clans don't have any problems. I wish I could communicate more better writing exactly what I noticed. But am no good at that. Time teaches the trick to everyone anyways.
I still believe top MM is broken unless you are lucky to have certain lineup.

I think it is fair enough. That isn't the question. ( Most fair would be if the details were released )
The question should be if it does a good job or not.
The closer the top half of the roster is matched from both an offensive and defensive perspective determines how fair it is ( Top half, in , both how much offense , and defense respectively. so a minimax goes toward offense )
The focus here is always on engineers, but we constantly see poor matches in which no bases are engineered; leading me to believe that it just doesn't do a great job. ( unless they have a desirable base build to optimize fair matches, but that isnt publicly available ) I suspect they have sacrificed good matching with an effort to match quicker.
