Yes, we are in the same position in our NH - everyone opted in, even those who no longer play HD. Who changed the default setting and why? Please change it back SC. OUR NH IS GOING TO LOSE ITS CHAMPION LEAGUE STATUS BECAUSE OF THIS OVERSIGHT! (Emphasis, not shouting)
Just noticed Settings shows I am opted out. I can see and do tasks.

A new derby has just started 20 minutes ago.
Cannot play as it says "you have used up all your available tasks in this derby".
Please help

We have got reports that the Derby is not working as expected, and that some players have been opted in while they should be opted out! We are investigating this issue. Stay tuned!
Everyone in my hood is opted in just when I finally had everyone opted out who didn't want to Derby! I had 2 tasks remaining to me so I could take a task. Everyone else is being told that they had 0. I had tasks still to complete at the end of the last Derby (and I'm the leader!!) so maybe that is why I was able to take a task?
It is a known issue they are investigating
