Yes, this bug should be fixed immediately, it is very irritating and I am annoyed with SUPERCELL. The recent update has caused this issue. Please fix this bug fast supercell, it is causing several problems to active clashers.

Indeed re-ordering no longer works (after the Halloween update). I am on Android...

Go to google playstore, search for clash of clans, press update, thhat fixes it.

Same here. Attempting to drag a troop results in it disappearing from view. When I release it, it appears partially displayed a bit below the training queue, but I can't select it. The troop continues to build.

yeah really annoying, I just got used to the reordering
