I'd up those troops as a higher priority.
Upgrade army camps all the way. Costly and take some time but very much worth it.

Priority is to upgrade your tier one troops, and army camps. These will be vital for you to farm and upgrade your defense. Dragons are not needed.
Farm until you are no longer pre-mature - than you can start having some fun with dragons, pekkas, Golem witches etc...
Just make sure you aren using goblins in your farming army.
Also, army camps should be upgraded all the way.
First get barbs to lvl 5 then all additional elixir spent on army camps by using barbs and archers. Stay in 1400+ range.
If farming, your intent is to maximize your grab for resources. All these people who say use all archers/barbarians etc...and NOT using goblins...what are you thinking? I understand the need for efficiency in raiding, and so I use a small mix of troops, heavy on barbs, archers, and goblins, a couple of giants, and a couple of wall breakers. I have level 2 wizards, but haven't played around with them yet, considering in see them as too expensive in terms if training time. If you can distract defenses with all other troops, and then release a wave of goblins once splash defenses are down, you have a better chance of making a full clean out of resources IMHO. How many raids have gone bad for you because your troops didn't target the assets you were after before getting cut down by defenses? Keeping a healthy amount of goblins in reserve for deployment helps get around that issue. I generally keep between 15 and 20 percent of my total army reserved for goblins after learning the hard way and having raids ultimately end up as failures because I left too much on the table.
dragon is terrible at TH9, when was the last time you saw a TH9 3 starring another decent TH9 with dragons?
