TH9 are at a disadvantage against the TH10 as they monopolize Pekka LV5, is it not? The Pekka lv 4 could be upgrade in TH9 and thus be donated to LV5 the clans that have no TH10 thus diminish the responsibility of some TH10 who need to be very active to donate their Pekkas LV5.

TL;DR lvl 5 clans don't have TH10 players. Please make pekka4 available on TH9 so they can donate lvl 5 pekkas.
