Cooldown timer has never accounted for maintenance breaks afaik. Cooldown is measured from war start not end.

It's cooldown timer that determines a player's eligibility for war, not a clan's war timer.

Yeah and maintenance just increase the difference btw cool down and prep battle time so we can be in two wars in separate clans , checked this

this is a very old bug but I don't think it's a major concern as maint breaks are far and few and it's not easy to exploit this in an organized manner.
