If a co notices another co with a dead Base, he informs the leader who kicks him. Gets back his rank when he returns and is active again.

Yes, this is the workaround for the missing feature. Workarounds work, but workarounds are not good design. The existence of a workaround is no reason not to introduce the simple feature that does exactly what the workaround achieves in several steps.
