Yes. You have to do a factory reset of your device, though. Make sure you back up all of your data before doing it though, because it will delete everything from your device.
You can do this by going to Settings->General Settings->Reset->Erase All Content And Settings. Make sure you create a NEW GameCenter account after doing this, as opposed to logging in with the one your other village is tied to. You will be good to go after that.
