So a TH7 can take more from a pump than there can be? As you can normally steal 75%, so doubling it is more than there can be. Sorry, but I'm still not buying it as I remember reading from somewhere that the bonus applies to storages only.
Of course not. Take the TH for example. The 1k that it stores is subject to the penalty (easy to verify), but not to the bonus because it doesn't store more than that 1k. You can never steal more than is there, but yes, you can in fact steal all that is there in certain matches. I'm searching for a high TH on my alt right now, but I'm at very low trophies so it may take a few minutes. I'll post some pics when I get them.
