This used to be, and most likely still is, ruled out. Meaning they will not even consider it. Quite frankly, I agree. My rates are 4 saws or 6 axes for every barn expansion material (BEMs). This should be plenty as once you start selling BEMs I find you get them quite frequently. If this is not an option join a neighborhood and you can most likely get what you need from them.

I have never had a problem with dead bushes and/or trees. I have a couple of rules. First, I don't plant hundreds of any one tree or bush. I plant two groups of ten of each kind, and harvest one group of whatever I need leaving a second group ready to harvest, while the first group matures. Secondly, I do wheating and serve Townies and receive way more than enough axes and saws. I keep around 100 each of saws and axes in my barn and sell anything over 100. Thirdly, I always cut down dead stuff before planting new. I never ever have anything dead around my farm, and would not have any space to do so since my entire farm is fully expanded and completely full!
As has been suggested by several people, town is an excellent source of axes, saws and also mining tools. I think town may be the place where an adjustment was made when there really were too few axes dropping. I used to get tons of TEMs (town expansion materials) as gifts for serving town visitors. Now I get comparatively few even though I work my town a lot. (Remember the Great Map Floods???) I think that the gifts containing axes, saws and mining tools went up and the gifts containing TEMs went down--which is fine with me!! I love having plenty of the tools I need every day.
I also agree that it is helpful to keep a healthy supply of axes and saws and not let your numbers drop below a certain minimum. I haven't had fewer than 50 of each for over a year. Occasionally, I am even able to sell batches of 10.

Thank you rbcrewser for uncovering more of the Hay Day Rosetta Stone. It's true we may play any way we wish, but we deprived ourselves the opportunities of harvesting more tools if we don't fully serve visitors or feed the maximum number of pets.
I was lucky when I stumbled onto part of the HDRS when I started reading the forum in 2014.
A forumer speculated that the developers designed the game code in such a way to give you more of what you don't need and less of what you need at the moment when you want to expand desperately your barn and silo.

When i'm having 100 tomatoes i can get easily 100 more in DD. When i'm having 40 tomatoes and have them all planted they won't be in DD.... When i'm having less than 20 tomatoes it's a struggle too![]()
And as soon as you need tomatoes for boat they won't show up in DD.....
(tomatoes can be read as everything... (they can't put out wheat in your DD, but that works the same) as you need something you can't get it else but either trading or growing. )

Personally I find the drop rate of axes and saws very well balanced, I however don't really sell berries and I only have nine honey bushes at a time, never buy more than that so they are constantly being replaced.
I have noticed over time the more bushes and trees I have the more frequent the drop rate, I have a lot of trees and even if they all chopped down at the same time and I use the last saw I don't battle to build them up again.
Maybe I just have one of those farms that this isn't an issue.
I must add that I wheat a lot, well corn actually, and my town is always working at capacity, I have plenty of pets too.
