You don't have to have a totally maxed base, but you should start your TH10 level with some strong defenses to protect you from the other high level players.

Max out EVERYTHING
Make sure your troops are at maximum level
Make sure your walls are at 8 or 9

If you can upgrade your TH and have at least on spare Builder to finish upgrading walls during the upgrade and you can finish up any last minute upgrades go for it

Farming will ONLY get more difficult

You don't need to max out de upgrades, it only gets better at th10. But gold you should.

Xbows are most important.

Xbows, teslas, air defense, archer towers, cannons, and de drills all need to be maxxed. I'd highly recommend maxing everything before moving to th10.

I would stay at TH9 for now, your point defences desperately need upgrading. Also, it is essential that you upgrade your walls- your not going to enjoy good loot at th10

the purpose of waiting is to make it easier to level your base up, once you go to th 10 farming will consist of only attacking th 9s.... so it becomes more difficult

Upgrade all your defensive structures to max. level and your walls to level 8.
