You've still got tons of stuff to upgrade, might as well do it at TH9. New toys will make you stronger, but so would upgrading your existing defenses.

Staying at TH9 sounds like a good idea for right now, there's no need to rush your Town halls.

I see you're a farmer. If your still planning to farm at TH10, then I wouldn't reccomend it.
