This is a really well thought out proposal. I really hope SC give it, or something very similar, serious consideration.
One thing - the proposal says the scores return to 5000 at the end of the season but surely those who drop below 5000 should be returned to Titan and replaced by the new crop who have managed to qualify?

so legend cant farm anymore? is this some gemmer only zone, or maxed only zone?
PBT-VG was very simple. this one is miles ahead in complexity. would take at least 1 year with the current SC speed.
Also i found another problem. This system doesnt take activity much into account. Only skill is important. Activity cannot compensate for lack of skill with this setup. That might be cool for forumers but what about those who play alot. I believe they also deserve a high rank, not just simply a legend league badge. I mean if i want to make a criteria for scoring the legend player, the criteria would be 50% skill 50% activity. This proposed system feels like 10% activity 90% skill.
Depending on what they do with loot, legends could still be similar for loot as it is now.
Yes, there would definitely be an advantage to being maxed, but of course there is now too.
This proposed player vs. player really isn't very complex. It just takes a lot to write it all out, much like the current system would if you wanted to explain trophy matchups, potential losses, potential wins, how loot works, etc.
Yes, the player vs. player system would put more emphasis on skill and less on time spent playing. Most seem to want that to be the case. Time spent playing would still be a big factor, though. If you win more than you lose, then you need to do that more often than the other guy that wins more than he loses. The person who loses more than he wins would not be able to make up for that simply by attacking more often, that is true. Most think that is a good thing. Fair enough to disagree if you disagree.

How different is that from dead bases?
I'm sure that after 2 weeks being destroyed these base will be dead in the game or the owner will start building/upgrading their defenses. This will discourage the engineered bases and make them more willing to drop the defenses to protect their loot.
These examples are bizarre bases that only cause harm to clan wars.
