My idea is: Create a system of warnings and ban only leader and co-leader could use this sample system: a clan that player not donate troops then the leader or co-leader goes in the name of such a player and gives a warning him example: co-leader warned that player reason: not donated troops and complete 3 warnings co-leader or leader could choose to demean him or expel clan

This could be used to threaten others more directly. Furthermore, this is rather redundant. You can use other third party communication apps and clan mail to broadcast this.
