My initial thought- and yes, doesn't count for much... the octopus cannot stop modding, so lets give the ability to sandbox to everyone.

I get why everyone thinks this is ♥♥♥♥ for war, but I feel like this isn't going to straight up ruin wars. People that take the time to copy a war base would need to have exactly the same hero levels, wall levels, defense levels, and know where all the traps are? It will be pretty difficult to 100% mirror a base, that being said, educated guesses of the traps are pretty easy, and I still think the clans that take the time to friendly challenge copies of their war targets will end up 3starring everything. But before everyone packs their ladyparts all full of sand, lets at least see how if it works?

Sounds fun on the surface, but there has to be a way to not allow it in war. Way too easy to have a clan mate build a base mirrored off the enemy clan and allow unlimited practice attacks. If people can copy enemy war bases during war this will be a disaster and we are back to the issues of modding.
A couple levels up or down on heroes does not make a huge difference, nor do one or two defense levels. It doesn't matter if the base is an exact match, a good attacker only needs to know how pathing and things of that nature will go. This absolutely will kill war.
You've just started a war. It's the 23 hour prep day. You suspect your opponents have copied all of your bases and are feverishly practicing so that on war day they can 3-star everything.
Then suddenly, 5 minutes before war day starts, YOU SWITCH WAR BASES!!!! OMG THEY JUST WASTED THE LAST 23 HOURS AND HAVE TO START ALL OVER AGAIN!!!!
Will that stop them from doing it all over again during war day? Maybe, maybe not. But just imagine their rage when they realize they just wasted an entire day for nothing!
