When I read the title, I thought modding tools would be released to the public, allowing the community to make custom content that would have to go by SUPERCELL first before officially being released in the game.

Why don't we just call them Supercell Advertising and Proliferation Volounteers? Would be nice if some of these "content creators" got something in return from SC for their hard work, which is really just adds up to free advertising for their multi billion dollar company.
Pretty good racket these guys have going if you think about it. They sell us things then take them away after they have our money, they don't pay beta testers but instead use their players to do the job for free, they don't pay for most of their advertising instead letting their "youtubers" do the job in exchange for what? Gems? Trips to Helsinki and inside information? I wouldn't be surprised if their gems are made in sweatshops in Vietnam by 7yr old children.
What you said is completely false.
Supercell owns the copyright to Clash of Clans and its logos. They are already nice enough to allow people to use their trademarks for free as per the Fan Content Policy. If they were really money grubbers, they would charge content creators to use Clash of Clans.
In return for the content creators, many of them make money (through monetizing their content such as on YouTube). The ones that don't either don't have enough subscribers, or don't care about making money and just want to help the community.
Super Cell gets advertising from the YouTubers, but the YouTubers get pimped out by Super Cell, which leads to subs and views, and that leads to ad revenue. It's win-win.
