I joined FRENDz last night after leaving an "adults" only clan full of some very immature people. I was made to feel welcome immediately at FRENDz. It's an international clan. So there is always someone on. There are membership requirements that make sure everyone is a contributor, but anyone playing the game even reasonably often can meet those requirements. Ive been playing about six weeks. Just be quick on the donations button because it's a race to get those donations in!

What does that mean? Because if I see a base titled "Baconman" and it has a lot of loot, it will be very hard for me to hit next...

We can't enforce any of the in game mechanics like that - but all the applicants we get a lot of who don't meet our requirements (at least level 40) we can recommend and funnel over to Ben's clan so they can benefit from it. If we are not able to accept new applicants due to the conditions, Revolution can benefit from the referral.
For all those applying in game, we are almost full. If you're not level 40 we will reject you. Feel free to search for Revolution-1776, they could use some more members.
