How about a report clan button
I could see a button to report clans. And as a particular clan gets more reports, SC would investigate the clan. If it found to be true, SC would drop clan level down one level or even zero, which would be a huge incentive to stop modding, them if the same clan members who are involve never learn their lesson drop them down town hall levels to zero. I imagine only a 5-10% of people actually mod.
Popular vote with investigation should solve the issue.
