First of all we can't do anything, Second of all you must have a proof, not just saying who is using bot and who is not. He must have had attacked your base and you must have had recorded his attack via screen recorders, Then you can upload your video in YouTube and send the link to Support Team, and IF they confirmed that he is using bots, they will ban him.
Get a video of him using it, then send it to support. Hopefully they perma ban him
