The easiest way to fix war mismatch (so it wont happen)

I know this idea has been thrown out before but I think it is worth going over again.

Have wars find a match up at the top of every hour. Everyone that searches within the previous hour is matched up with the closest possible opp. We would rather wait up to an hour to find a great match up. You could even drop the prep day another hour to offset it if you want. If there is a odd number of clans that search 1 clan would not find a match up until the next hour, but with the number of clans searching it might only happen to your clan once in a great while.

Might have a better chance pairing TH AND weight this way.

This is a pretty simple way to solve it. although I still think Preparation Day should be 24 hours.
