Nope you'll be perfectly fine where you're at. 1000-1300 trophies is about ideal for a TH7 anyways. Just search around the forums and the CoC wiki and you'll find lots of helpful information. Definitely dont give up though. Search the forums for things like raiding strategies, TH7 base design, etc. that'll help you get started. And TH7 is the golden spot, you can recover from just about anything there.
So what if you only900+ cups?
just get a bit more and start farming your way to a maxed townhall.just dont upgrade you town hall before at least all offense is maxed and preferably your defense too
I started a 2nd acct, and purposely rushed to TH7. (im lvl 36) been here about a week. you should be fine. TH7 is a farmers paradise!
Why I went relatively straight to 7???
you get 4 Barracks ( troops up to Dragons)
4 Camps (up to 200 troops, up to lvl4)
You should have a plan in place to upgrade your base that is flexible. Most will recommend some variation of the following;
Defensive priorities are; "Splash", Wiz Towers and Mortars (you pick which one to max first) then ArcherTwrs/Cannons/Tesla/AirDef...and IMO walls. people see pink/purple walls they are more likely to skip than if they see some gold ones.
more importantly IMO...
Offensive priorities;
Lab (lvl4 troops)
Camps to max (Bull on the fire) to get to 200 troops
Spell Factory. Rage!
Barracks (up to you how any other T2 or up troops you want)
Dark barracks for minions.
BK once you can save enough DE.

Barb/Arch/Gob/Giant (and sum WBs) can take you far! there are other strategies, but IMO Barb/Arch/Gob will get u going and train fast!
then just find a good range, like 900-1200 and farm like crazy. once you get some lvl4 troops try 1200-1400
No one cares if you rush TH7, heck I say DO IT. the only thing is the first week people will take ALOT of your loot, but you will be able to get it back in 1 or 2 raids anyway.
