I hope this hasn't been discussed before. If it has I apologize, but I think to help quell clan jumping, a player should face a 20% resources penalty. Clan hopping is a huge problem and if there were a penalty for jumping it should slow down this annoyance.

One should only be allowed to jump a clan once a month or some arranged time period.
I agree that hoppers are a pain in the ,,,,, and need dealing with, but I carnt see this as a solution.Supposing you join a clan and find your not happy about the players or rules etc so you move, OK your not hopping but then you join a new clan straight away and again it doesn't suit your needs or expectations, so what do you do? With your suggested solution your stuck for a period of time as moving will receive your a penalty.

People have valid reasons to leave clans, sometimes to escape draconian rules from bad Leaders, sometimes to visit feeder/sister clans.
And if they want to avoid any penalty they will destroy your clan's vibe until you kick. Earlier threads discuss the multitude of reasons penalizing hoppers will not work and possible solutions to avoid hoppers.
Your experience here will more rewarding if you read the stickies, familiarize yourself with the forum rules and learn to search the forum before starting new threads.
