Globally they're all balanced. Some players get more of one item than the other, but for every group of players that gets (for example) too many bolts and too few planks, there will be a similarly sized group of players that gets too many planks and too few bolts (and other permutations of the items).
I'll look into global numbers of the items in the game to see if there's any glitch along the way that might be causing the situation you're describing.
