Those almost don't exist bro,
TH8's have a hard time keeping their DE up on high amount as they get raided by every single TH9 crossing their path. This is why most TH8 players prefer to spend their DE as soon as they can. And with the DE upgrades being affordable at TH8 farming and instant spending is very do-able within a short timespan. Also since a few updates back, TH9 players hardly come across TH8 players in matchmaking, the system will always try and give you an equal TH level first (if available). So unless you're a TH8 yourself, you won't find stuffed TH8 players that much anymore.

Do not keep DE storages full. Full DE storages are an open invite for TH9s to raid you. I typically do not raid for DE until 2 or 3 days before an upgrade. Spend it on hogs/golems and donate them for good karma. I usually keep it under 12k DE.
Currently i'm farming within Masters III and Masters I.
It has enough availability, a nice bonus and easy to get stars for the starbonus. But i'm completely maxed right now (building wise) so my focus atm is just DE for my Royals. All the other ressies are secondairy objectives.
Try gold 2. If you're lucky you'll find my mini there, only it has maxed walls so now the collectors and treasury are full, too. Be my guest.

because all elix upgrades done i can afford mass drag raids all day. Easily hit de with tht army
