I think you could add some form of return to a clan where the account has been expelled , because there may be a maliscioso individual entering the clan earn the trust only make mess in the clan . I personally have been expelled from my old clan for nothing, you could add an option in the clan settings with the following, "Accept banned villages " there is up to each leader to decide or not.
