You should be able to preset the health that it activates for each hero, so say on the king once it gets to 1500hp it fires up if you set it to that

Masters I think it’s 3 packs then 1 for each win. And for normal medals without bonuses, once you get 8 stars, you’ll get the max, so the same as someone that got 21 stars

There is also a small element of luck too involved too, if a clan could be masters 3 then before the next month they recruit some good 12s and add them into next cwl, as well as previous members...
