You can basically just copy the war base of your enemies from your second /friend's account, and guess where the traps are, and then practice it till you 3 star, so yeah, the cooldown is justified.

I don't think you got my point. The progress won't be saved at all, its just a way to practice the goblin maps you have already played and the practice maps. You wouldn't gain any loot.
