Account recovery was a one time option as far as i can remember.

These delays are known and happen every month since cwl release. They only way to solve it is to have patience. It can take several hours.
Sc has never said anything about these delays.

You can do this only with the account that is logged in with supercell id. After you verified yourself you will be asked for the new email adress.
