The update comes all at once through the game app & Apple so everyone gets it at once just depends who is online at that time & who is asleep or when you log into it...
You dont get the update at all different times depending on where you live...

My guess is, they are humans there and are working hard and are excited about this release. And, if they are still twiddling this game as of this morning, then it's just reached Apple, if it even has... and Apple tends to sit on releases for a little while. Who knows how long Apple will sit on it.
If anyone plays Seven Cities, as an example, Apple sat on their last upgrade to fix iOS 6 for 2 weeks plus, if I recall and that was a minor patch.
Just saying, folks, temper your expectation and give them some leeway. Personally, I think they should have stuck to their party line yesterday, but what's done is done.
