100% it is. I think TH lvl 8 players, such as myself, are going to be thrilled. Lvl 9 looks better than it did before, but that is not saying much. I dontt see any impact at all really for players lower than TH lvl 7.

Ah I see if you mean X-Bow but if you are just starting at TH9 it should be hard with the penalties but the gemmers and people who've planned or saved up should be set at least or a little prepared. Either way, I'm at TH 8 anyways ;)
