My initial thought was yes as I am basically the same level as you and know I make more coins off that than any other.
Did a search and found this, should this still be current the dress is indeed best for now.

I wish someday we can hire Tom by using coins, instead of diamonds, for couple hours.

You'll find a guide book listing the prices of all products, as well as the level they become available. You don't need to own the machine to order the product from Tom, just be at or above the required level. Tom sells to you at the default price, so you can buy and mark up to max price . Just keep getting the most expensive item available for your level, whether it's dresses, jam, popsicles, jewelry or blankets. I started using Tom full-time to get enough coins for the last machines and although Tom can be frustrating, the little creep is still on permanent retainer. Check that guide ti find out what gives you the best profit and go for it. My other advice is ti never ever make your own diamond rings once you get the jewelry maker (and yes, you need all the machines). You have to use a diamond to make a ring but for 15 diamonds a day you can hire Tom and send him on a run for 9 rings as many as 12 times if you're dedicated. A much better deal. Good luck. Keep those farms growing.
If you need coins for machines, your hood may be willing to help - especially if there are members at a relatively high level. Seems hard to believe when you're relatively new to the game and always broke, but coins accumulate really fast after a while and you have many more than you need.
If you say something in chat about not having coins for a machine, the higher level players may offer to sell you goods cheap so that you can turn them around re-sell for a big profit. Expansion& upgrade parts can be sold for a lot of coins. We've done this a few times in my hood when a player was struggling to accumulate enough coins for the next machine.
Beats paying diamonds for Tom when you really only need coins. :)
