I have seen some people selling their bases in global saying things like: "base for sale, kik me at _____. Only accepts iTunes cards."
It is very easy for people to scam you with this method. There is absolutely no way for you to get justice if that seller decide to take back the base, or just refuse to give the base after you pay. Unless you can meet with the seller directly and change the g+ password/other security protocol that can prevent the seller to access your bought base, you may buy. IT IS NOT RECOMMENDED . There is just too many way for them to take back their base without anything you can do. SC definitely will not take responsibility for your action.
There are still people that genuinely selling their base, but scammer exist out there. Especially those that required online transaction
He can basically run his account on 2 devices, He will bring one of them in meeting and show you he deletes it, and then when he returns to home, He can play again :o

He can simply email supercell and tell them his account got h@cked and h@acker changed his gmail password.

Selling, trading or giving away account to someone else, is against supercell terms of services. So, there are 2 Situations here :
First, if you buy an account , if supercell finds about it, you'll get a permanent ban without warning.
Second if you see someone who is trying to sell account in the global chat, you can report them by taking screen shot of the his/her chat and profile and sending them to supercell. Supercell probably will ban them.
