actually a lvl 15 queen would not "roll" that base... I have seen someone with a level 40 queen 2 star a max town hall 9...

Level 1 xbows aren't max TH9... Level 1 xbows have ~1k hp less and deal significantly less dps.
Secondly, if this is his definition of an average TH9, do you honestly expect them to have legos/lavas? I completely agree with you, but he's not talking about a maxed TH9.

It would have been better to think of something relevant. Or just not post at all.

Anyway, back on topic, why does OP have a problem with superqueen but not TH10 giant/wiz/healer (which 3 stars basically any TH9 base) or regular old GoWiPe (guaranteed 2* at the least, if you are even slightly competent). If superqueen was that good it would be a more common war strat.

True, but I think the main complaint is about regular raids.
After all, it is very custom to go OP in war attacks, over strategy.
