Investing into upgrades instead of buying all at once

As you get higher town halls it becomes harder to buy the more advanced upgrades. I propose that you can invest into an upgrade. Example would be a new town hall 11. It's hard to save up all that loot without someone taking it. It would be nice to be able to throw 100 k into it here and there till you have enough. Doing this so nobody can take the loot and you can slowly or quickly save enough to finish the upgrade. If you invest in an upgrade it can't be looted if that specific upgrade was destroyed.

Then nobody has any loot to give and the entire economy stalls as all loot is invested into upgrades that can't be completed because nobody has loot to give because they invest it all into upgrades. See the circle?

This would cause a loot shortage,so I don't see this happening, sorry.
