Unable to donate in war cc, no barracks is upgrading

My clanmate...is unable to donate on our war cc...she has no barracks upgrading...

There was an optional update couple of days ago that fixed this problem. The latest game Version is 8.67.8. If she is using the Latest game Version (I doubt about that) then it's a new problem. But first tell her to check the game Version and install the optional update.
