5th builder is more about having that extra building in war, and to have 5 builders busy when you are a just upgraded TH. Keeping all your builders busy always will make you way lopsided defensively as your laboratory would fall way behind.

regretting 5th also. this game sucks b***z now.
Think of him as a gardener to take care of those shrubs that spring up.
I actually found that until recently I got more use out of my builders as I got higher in level. With the upgrades taking longer and longer it's handy to have another ready for service. Though lately saving up for anything big is tough.

I will say though that one of the benefits of having that 5th builder is that you can keep him free to upgrade walls and still have 4 upgrades going
Spending $4.99 on the 5th builder was one of my best investment. Sure I'm end game Th9 now with 5 idle builders when they aren't spending a week on a hero or doing a level 10 walls but I never once regretted that Abe Lincoln when all 5 were busy maxing out the rest of my TH9.
5th builder rocks 'till th10, then mine set mostly idle.
Thank that 5th builder the next time you win a 49% defense
TH 9 still using 3 builders, no intention of paying to get extra, never in that much of a hurry.
