It is no coincidence, me an my clan members are noticing dead bases appearing in the que more often. So it is either a fluke or SC has listened to us and open the gates and allowed some dead bases to show up.

I have noticed as well and it has all happened after the latest maintenance boost. Maybe SC implemented some experimental matchmaking change? Either way, I'm happy :)
The first 2-3 days after the update it seemed bad, but that is about it. This coming from someone who boosts barracks 24/7 and farms 400 mill a month. I have farmmed well over a million DE since update. That is not an exaggeration. What is funny to me is that before the update on youtube etc. people were talking about how horrible loot would be. So, I immediately bought into it. Once I left the forums and played the game, I realized there wasn't even a noticeable change at all. The only difference is losing more on defense which you have to make up in 1-2 attacks.

I'm not noticing dead bases just more loot available.. Ex: a base that use to be 400/400 is now 520/520
I have not noticed any dead bases only ones that may not have logged in that day to collect. I have had good luck doing collector raids on these folks. I cannot say the last time I ran into a base with empty infernos/xbows.

Many of my clanmates have noticed it, and I have noticed it on my TH7 and TH8 bases.
On my TH11 base I have not found a single dead base yet, but that's likely because of the new matchmaking algorithm (showing only bases close to your level), because as a TH11 any other TH11s matchmaking would find are active players. Down the road maybe there will be more inactive TH11 bases to hit.
The downside is, the new loot bonuses still mean we are farming for dead bases rather than attacking live bases for loot as the game was "intended to be played", so the high training times and elixir cost still needs to be adjusted to fit SC's vision, otherwise the changes were fairly pointless.
