Available Loot?

One of my accounts is a TH8. I was raided last night by another TH8 and they took me for 392k elixer. I was left with approximately 1.6 mil (give or take) when I logged in. Given that the raid was 5 hours prior, the available loot would have been less as the collectors are maxed and gemmed currently. What is the percentage of loot available? For example, a TH8 vs TH8, TH8 vs TH9, etc.? Is this information defined somewhere? Forward progress is difficult if I get hit for 20-25% of my holdings in a raid, especially when going for the more costly upgrades.
