Sorry I'm afraid you can't, we're pretty strict on having few exceptions to the requirements. The 11 hero levels are because most of the clans are now moving to TH9 only requirements.

If I were to join unity which clan would I go to??

I know I miss hero requirement by 2 levels, but my walls are pretty good (in my opinion).
Oh, and my FiN is only @ 19k atm, but I haven't been in the most active clans in the past (i.e. clans my friends created). Currently I have 1850 donations for this season and would definitely have more if I got into a super active clan.
