Hi, My Clan is stuck 27 - 27 (10v10) and all the top players have used their attacks. I am the next after the top 2 so I need to attack this base. I need help in at least 1 starring this base or get more than 46% (to break the tie breaker) in this base. Thank you guys so much.

Sorry but you're not 1 starring that base with those troops. If those were my troops, I'd consider 20% a success. The highest percent you'll get is with all dragons but even that will give you a 25-30% 0 star attack at most. Attacking a new TH11 with TH7 troops is the equivalent of flushing your resources down the toilet. Might as well accept the loss and go for loot on a lower base. :straightface:
Count how many buildings to get 46%...maybe you can drag- barch those exposed out buildings.. Use archers on those exposed buildings and drag the closer buildings next to defenses with rage to get 46%

Ok so you need a specifically-tailored army for this attack.
You can take down the lab and DE storage with 1 wizard. 1 minion each for the army camps. Place 2 minions on the mine at the bottom-left. Then 1 minion each on the collector and mine on the top-right. Then, do a GiWi. Giants on the dark barracks and normal barracks on the left side of the base. Wizards spread out from the place where the mine was on the bottom left and the mine on the top-left. Don't forget wall breakers. I recommend all heal spells. You need to keep the giants alive as long as possible.

If you get lucky, that might be enough to score you a 47-50% attack.
