We don't have, and rarely match, maxed or nearly maxed TH9s. Perhaps that is a big difference. Does a maxed TH9 more reliably three star a maxed TH9 than a fresh TH9 three star a fresh TH9? Possibly, noting that on becoming TH9, the player can build new defences much more quickly than upgrade troops.
True, GoWiPe, and variants, are high risk options for three starring, being reliable for two stars only. We know that. We do, however, occassionally have our TH9s three star TH9s using:
(1) Hog rush (>30 hogs), even with level 4 hogs and level 5 heals
(2) Lavaloon (max balloons, levelled up hounds, one maxed from the CC)
(3) GoWipe with late Hogs for the back end.
(The above are in order of ease. (1) & (2) are versatile, but come with high risk of only achieving one star. (3) is very reliable for two stars but hard to get the third. (1) & (2) are very dependent on vulnerable base designs, (3) being more successful on the anti-hog anti lavaloon designs.)
I think three-starring TH9 on TH9 is difficult, appropriately, and that maybe you are in an unusual situation of having and matching mostly maxed TH9s. You and your opponents are probably overdue to move to TH10.
These criticisms you have of three starring TH9 being too easy pale when I compare with our TH7s. It remains absurdly easy to three star any TH7 with level 1 dragons.
