EZ fix to start repairing the relationship:50% troop capacity and 15% gives shield.
I think the majority of complaints about the update revolve around the fact that a shield is so hard to get now, whereas before a shield was quite easy to attain with a TH on the outside.
Receiving no shield after someone gets 20-25% of your base, along with a couple storages, plus the trap/bomb/refill reset costs gets old very very quickly. Maybe you lose your CC troops you were planning to use for war also.
A quick fix would be to change the % damage to 15%, and keeping the troop capacity parameter at 50%. This would not guarantee a shield all the time, but if someone makes a reasonably legitimate run at your base and they fail, you get a shield.
It's not TH on the outside shield-friendly, but it seems like a legitimate compromise.
