Why punish active players?

We are the active ones trying to progress, but the moment shields drops we get hit withen seconds, or are you really desperate for me to spend 10 gems for a 2 hour shields while i try and make up what I lose?

Its just simple and money oriented. That is exactly what SC wants is for you to progress less so that you would have that urge to purchase gems for boosts and upgrades. Also providing those dead juicy bases would make progression on clash faster, so that is not what SC wants. They wanted to slow everyone's progression so you would eventually by gems or quit.
