Problem 1: elixir sinks outweigh elixir inflow from the game
Problem 2: players are league dropping in hopes of finding better loot
Problem 3: social aspects of the game are suffering because people log off while armies are made
Problem 4: the intent of the december update was to motivate people to have epic battles, but the army cost and training time is excessive
Problem 5: gemming the barracks lost it's appeal because the gold/elixir/DE gain per gem is severely reduced when using armies that can get to the core
Problem 6: game doesn't feel like fun anymore because of excessive waiting for armies to be ready
Solution for all of the above: Trophy League perks system that offers army and spell cost reduction as well as army training time, spell brewing time and hero regeneration time reductions.
I will give explanation on how I got to these numbers below, but I would like to show the final perks first. So, here they are (also can be used as TL;DR):
Bronze league perks:
Archer: 10% cost reduction
Giant: 5% cost reduction
Wall Breaker: 10% cost reduction
Spells: 10% cost and 10% brewing time reduction
Silver league perks:

EXPLANATION HERE (TL;DR end also here):
In order to make the game more interesting, the training with boosted barracks should be 10 minutes. Anything longer than that is going to force players to go offline and do something else. With 3 minutes of nexting and 3 minutes of attacking, people can wait for 4 minutes for their armies to attack and keep the game fun. Therefore the unboosted time limit should be 40 minutes for heroes, spells and armies as well. I have calculated the normal barrack armies for the maximum slots available for their TH level, and the dark barrack armies for half the slots available for their TH level - because having a full DE army is rare, but people often raid with full elixir armies. With that in mind, spell brewing time and cost should cap at 65% in titan league, with 10% increments before that. For heroes, level 10 barbarian king was used for Crystal League, level 30 heroes were used for Master league and level 40 heroes were used for Champion+ leagues.
Seconly, if we want players to be in ther 'correct leagues' then at first we need to have an idea what those leagues would be for each Town Hall level. Here is something that seems reasonable:
TH3 - Bronze 2
TH4 - Silver 3
TH5 - Silver 1
TH6 - Gold 2
TH7 - Crystal 3
TH8 - Crystal 1
TH9 - Master 2
TH10 - Champion 3
TH11 - Champion 1
However, to avoid giving excessive bonuses to higher level players in lower leagues, each league should have a limit on maximum perk bonuses it can give. Here are the values I'd go for:
Bronze - 10%
Silver - 20%
Gold - 30%
Crystal - 40%
Master - 50%
Champion - 60%
Titan - 70%
Since in lower town hall levels it is easier to accumulate loot, for the calculations I have limited the refund as follows:
