I just went all the way through Masters and am now in Champs. I'm mid TH9. There was a ton of TH9 loot in M3-M2, not so much in M1 or Champs. The loot bonus takes over though. I've been able to keep my builders busy and a hero down the whole time though, just gotta attack 2-3 time per shield. Once you hit Champs, you get the extra VG which means you can attack 4 times per shield. I'm loving it up here!
Im not finding any issues in master1 just be prepared to fight hard
The top of Masters League has seemed to be fine for me. I'm DE hunting, so always looking at capped DE tanks. Looking back over my raids, the gold/elixir were usually good enough as well- lots of 250k plus. It goes in cycles, some good days, some bad.

lot's of loot in champ, but it's all depend on your army to farm it.
Loot is scarce in Master 3 but loot is plentiful in Crystal 1
