What's the sense in the match making?

I'm a th11. Only see top end th10s and th11s. Now that seems fair on the face of it but how is it fair that th9s and even the odd th8 can sit in similar leagues to me, get similar bonuses, while using cheaper armies and facing lesser bases. Surely if they want to be in these leagues they should face the same players I do. It's like letting me in The NBA but telling me I only have to play against rubbish teams. Surely if you're in a league you should be competing with all in that league
They trying to deter top players from going low which I understand but are rewarding low players for being too high. If they are up here I should have the option to attack them

I see a lot of th11 players like to attack my max th9 base for their honor when I am champ3. Just u can't find a th9 base. Doesn't mean th9 is not facing th10/11 attacks.

Rule says : You will be matched up with similar TH lvl with similar strength. Regardless of where you are in the leagues.

I don't see a TH11 being similar to TH8 level with similar strength?
