Does that mean everyone at TH10 should never use loons and hogs again, as they weren't given a level, and so to you, they're the weakest?

Frankly, I think it's still too soon to be calling for any nerfs. The update isn't that old and really hasn't even begun to settle yet. People are still using bad/outdated base designs (still seeing 1/3 bases using box/ring layouts which are terrible with new warden mechanics).
This update was more of a test for the new hero and is really only a half-th update imo. That's a large reason as to why it's so unbalanced at the moment. But they can't just dump all new spells, cc, camp upgrades, troops etc into 11 right away without thinking it will severely effect the meta. Things have to be tested and given time.
I do believe the warden will be reworked eventually, but I don't believe the time is now...not when there isn't that much 11s have offensively at the moment.
As it stand witches + warden is a very powerful combo indeed (even with the witch nerf)....but I wouldn't go as far to say it's OP or a "brainless 3" either. I have been hit by it plenty (both war/and my cup base) and have not seen any 3s on my base since the update, and neither has many of my clan mates.
In fact, I just botched a mass warden/witch combo myself in this past war. Definitely feeling the difference.
Have faith and give the game time people, though I can understand why so many are frustrated.
I can understand what you're saying. I'm definitely not saying it's an easy 3*, but it's most certainly the most viable in the current state of the game.
I do hope that they are soon to add more offensive and defensive content to the new TH. TH11 is shaping out to be much better than TH10 in terms of balance.
That means that hogs, which umm no one uses at th10 and loons are not as powerful as they were at th9 in comparison. Why am I even discussing this with you, I'm saying that of course the only troop to get an upgrade at th11, is going to seem like the most powerful, because it currently is. When/if they ever upgrade loons to level 7, you can believe that they will seem op also, like level 6 loons were/are considered op at th9.
Nerf is coming people....they are waiting for you all that gem to quit spending.

Well, in all fairness the whole game is pretty unbalanced. We all know drags are at th7, has been for a long while. The extra de spell in CC's and 30 seconds to attacks certainly didn't help the balance at th9 any...made it even more easy. Th10...lol that's always been unbalanced, and now surprise surprise th11.
Really shouldn't be anything too shocking here. Game is a mess and SC doesn't have a clue how to properly balance their game it seems.
Regardless, we all still love the game (some this update perhaps not lol) so we keep hoping things will change/get better. I honestly believe SC is taking in feedback and I do think things will improve given time.
Or at least we all hope 😜.
Now back to clashing, I hope you all can have the same optimism that I have in terms of the future of clash. Only time will tell.

I feel that the dark spell and 30 seconds was good for TH10 (as is any offensive buff it recieves), and I think SC tried to push TH9s into more developed parts of the game.
Hopefully they focus on war this year like they promised.
