Although at TH9, GOVALO/GOVAHO on many bases are the best of both worlds (guaranteed two star on the way to going for three on the backend). The difference is a two star valk attack will take rages, where a three star attempt is probably going to have two heals and two jumps and plan on running right through the core and hitting the backend of the base hard.
Also, I don't say this in a way to be insulting of two star strategies or anything. We generally don't need to three every 9 to win our wars, so if I call a "two star strategy" on a 9 that means my attacker better get the TH on the first pass no matter what and get 50% so the base doesn't need to get hit again. If I call a three star hit on a base, it means we have backup on it if it fails and I do not care if they get the TH at all, it's a three star or bust strategy. Both have a time and a place, but bringing some backend hogs/loons doesn't change the mindset of a two star strategy or a three star strategy/
